Brought Tamil Nadu into the digital era with the TIDEL Park in Chennai; established the 133-foot Thiruvalluvar Statue at Kanyakumari; introduced the Samathuvapuram (equality village) scheme promoting caste-free housing; started free bus passes for students.

Achieved official Classical Language status for Tamil; instituted the Kalaignar Kaappitu Thittam (comprehensive health insurance); rice at ₹1/kg for all ration cardholders; enacted 3.5% internal reservation for Muslims and 3% for Arundhathiyars; free gas stoves for rural women.
